Few songs come to my mind at this time.
I seemed to have one favourite song from time to time. Songs that are your favourite are the ones that had moved your soul and u loose track of time.
These songs definitely had effect on me.

2.Pachamalae poovu -- IR
3.Thendralae Thendralae Mella ne..- Kadhal desam -- ARR
4.Thanga thamarai -- Minsara kanavu ---ARR

Though most of the songs mentioned above are melodious and excellent in their own style. If
the best song of the decade should be given for something which really touched deep in everyone's heart, it would be
" Amma enru azhaikaatha...." in Mannan.
May be we should select one song as the best song in different categories like sad song, comedy song, erotic, patriotic, advice etc.

Being a non-tamilian, I am not an authority over the subject, but I am a regular tamil songs listener and fan esp A R Rehman ones, which are Too Good in Tamil, but may sound not_all_that_Great in Hindi, simply due to poor dubbing/translation.
My Opinion: The song "Anbe" from Kadal Desam does deserve to be called the song of the decade.
